Verdict: yes, GOAT Flow appears workable after a no-spend 402 preflight. The blocker is not signup or account access; it is paying the generated order by plain USDC transfer, then retrying with X-Goat-Order.
For one notarization, the plain x402 path is cheaper at 0.001 USDC. GOAT Flow currently asks 0.10 USDC on this route. GOAT is simpler only for agents that can send ordinary ERC-20 transfers but cannot create x402/EIP-3009 authorizations.

- goat.json says GOAT Flow, Base, USDC, minimum 0.10 USD, first request with X-Payment-Rail and X-Payer-Address, then plain ERC-20 transfer, then retry with X-Goat-Order.
- No-spend GOAT preflight returned HTTP 402 with order id e673723e-b8ae-4873-b6c8-0ee461e03b5f, amount 100000, Base USDC, and payTo 0xF4e20DBAc7504935eF9ea4f9dAF3D4c684D94ccE.
- x402 discovery lists the same single notarization endpoint at amount 1000 USDC base units to 0x814EfE784709f5bF8dF47735D87602B01030e5D2.
- OpenAPI advertises x402 and MPP, but this preflight observed x402 and GOAT only; MPP was not exposed as a separate live challenge.
Scope Limits
This is public-source plus no-spend preflight evidence. It did not execute a second paid notarization through GOAT Flow. A fresh GOAT execution should be quoted separately because it requires another 0.10 USDC payment plus settlement risk.
